First Responder Leaders Undermine Trust by Defending Murderer

The Fraternal Order of Police - Cream City Lodge #8 is appalled by the public defense of Adam Procell by senior first responder leadership, and by the City of Milwaukee’s failure to follow basic constitutional eligibility rules in his appointment as Director of the Office of Community Wellness and Safety.
Adam Procell was convicted of a gang-related homicide in 1995 and served over 20 years in prison for taking another human life. This was not a minor offense, a youthful indiscretion, or a 15-year-old stealing a car. This was murder, and that fact cannot be ignored or softened.
Instead of acknowledging the seriousness of Procell’s crime and the constitutional requirement barring his service, Milwaukee Police Department Assistant Chief Nicole Waldner publicly defended his character, while Fire Chief Aaron Lipski stated that “Adam is irreplaceable.” Such statements are shocking and deeply troubling from leaders sworn to uphold public safety and integrity. Publicly elevating a convicted murderer sends the wrong message to victims, survivors, and the community at large.
The City of Milwaukee bears responsibility as well. Appointing someone who was constitutionally ineligible demonstrates a failure of oversight and accountability. Leadership that cannot verify eligibility before placing a convicted murderer in a position of trust undermines public confidence in government and in the institutions meant to protect the community.
While personal redemption and rehabilitation are real, they do not erase the consequences of homicide, nor do they justify public office or public advocacy on behalf of a convicted killer. First responder leadership must act with moral clarity, uphold the law, and defend public trust. Anything less is unacceptable.
